Gram Panchayat

Gram Panchayat is the foundational unit of rural self-governance in India. Within the Panchayat Raj system, the Gram Panchayat is the lowest and most important institution.

1. History of Gram Panchayat

The history of Gram Panchayats in India is very ancient. In ancient times, this system was known as 'Panchayat'. A committee of wise and elderly people in the village would resolve all village issues.

Mughal and British Period: The importance of Gram Panchayats declined during this period.
Post-Independence: An effort was made to realize Mahatma Gandhi's dream of 'Gram Swaraj'. This led to the approval of the 73rd Constitutional Amendment Act in December 1992.
73rd Constitutional Amendment Act (1992): This act gave constitutional status to the Panchayat Raj system. In Maharashtra, this law was implemented on April 24, 1993, establishing the three-tier Panchayat Raj system: Gram Panchayat, Panchayat Samiti, and Zilla Parishad.

2. Structure of Gram Panchayat

The Gram Panchayat is an elected body. Its structure is as follows:

Membership: Members of the Gram Panchayat (known as 'Panch') are directly elected by the villagers.
Constituencies: Voting constituencies (wards) are created for the Gram Panchayat based on the village's population.
Number of Members: Generally, there can be 7 to 17 members depending on the population.
Sarpanch: The head of the Gram Panchayat. A Sarpanch and Deputy Sarpanch are elected from among the members.
Elections: Gram Panchayat elections are held every 5 years.

3. Functioning of Gram Panchayat

The Gram Panchayat performs its work in a systematic manner.

Meetings: The Gram Sabha (assembly of all voters) and the Gram Panchayat meeting (Panch and Sarpanch meeting) are its main components.
Decision-Making Process: All important decisions are made by a majority vote.
Officer: The Gramsevak (Secretary) is the administrative head of the Gram Panchayat and is responsible for daily operations.
Funds: The Gram Panchayat has its own income (taxes, fees) and grants received from the state government. This fund is used for development work.

4. Responsibilities of Gram Panchayat

The responsibilities of the Gram Panchayat are mainly of three types:

Mandatory Functions: Providing drinking water, maintaining village roads and health, registering births and deaths, managing cremation grounds and public toilets, and running primary health centers.
Optional Functions: Running public libraries and adult education centers, organizing sports grounds and cultural events, implementing family welfare and women and child development programs, and providing guidance for agriculture and animal husbandry.
Developmental Functions: Ensuring that villagers benefit from various government schemes, working towards poverty eradication and employment guarantee, and achieving overall village development.

5. Role of the Sarpanch

The Sarpanch is the main spokesperson and leader of the Gram Panchayat. His/her key roles are:

Organizing and presiding over Gram Panchayat meetings.
Supervising all the work of the Gram Panchayat.
Representing the Gram Panchayat.
Ensuring the proper use of Gram Panchayat funds.
Convening and presiding over the Gram Sabha.
Taking steps to resolve all types of village problems.
Ensuring that government schemes reach the villagers.

6. Role of a Gram Panchayat Member (Panch)
